1. Background and basis for drafting the "Implementation Rules"

The manufacturing innovation center construction project is part of the "Made in China 2025" One of the five major projects proposed in ". In order to organize and implement the manufacturing innovation center construction project, the Ministry of Industry and Information Technology has issued the "Implementation Guidelines for the Manufacturing Innovation Center Construction Project (2016-2020)" (Ministry of Industry and Information Technology Liangui [2016] No. 137), "About Improving the Manufacturing Innovation System and Promoting Guiding Opinions on the Construction of Manufacturing Innovation Centers" (Ministry of Industry and Information Technology [2016] No. 273), "Notice on the Conditions for Upgrading Provincial Manufacturing Innovation Centers to National Manufacturing Innovation Centers" (Ministry of Industry and Information Technology [2017] No. 64), etc. Series files. In order to implement national documents, the Municipal Economic and Information Commission issued the "Implementation Plan for the Construction of Chongqing Manufacturing Innovation Center Project" in 2017 (Yu Jing Xin Fa [2017] No. 139). In order to further increase efforts to promote the construction of manufacturing innovation centers and form a research and development platform to support the development of industrial innovation, the "Implementation Rules" are formulated based on the "Implementation Plan".

2. Main contents of the "Implementation Rules"

The "Implementation Rules" are divided into three parts, including work objectives , work requirements and support measures, etc.

Part of the work goals: It mainly proposes to strive to build 3-5 municipal manufacturing innovation centers every year from this year to 2022; by 2022, there will be about 15 covering the key areas of our city Municipal-level manufacturing innovation centers in the industrial field and strive to create 2-3 manufacturing innovation centers. By promoting the construction of manufacturing innovation centers, we will further improve the manufacturing innovation system and comprehensively enhance manufacturing innovation capabilities.

The second part of the work requirements: mainly provides detailed provisions on the basic conditions, operational requirements, and application requirements for the establishment of a manufacturing innovation center. Among them, the basic conditions for establishment mainly focus on the innovation center’s operating model, leading unit, equity structure, capital investment, and alliance member composition. Five establishment conditions are proposed. The operational requirements mainly focus on the manufacturing innovation center that should establish a modern enterprise system, have sustainable development capabilities, have advanced R&D capabilities, play a technical role, establish a mechanism for the transformation of intellectual property and technological achievements, and be open and share resources.The platform puts forward 6 requirements in six aspects. The application requirements mainly include specific requirements in four aspects: material preparation, application acceptance, organizational identification, and assessment and evaluation.

The third part of the support measures: It mainly proposes specific support measures in five aspects such as R&D funding of the innovation center, transformation of R&D results, innovation activities, talent training, and financing, mainly including: National manufacturing innovation centers will be provided with R&D subsidy support of no more than 20 million yuan per year for three consecutive years in accordance with financial fund management requirements and based on their construction and operation conditions starting from the year they obtain certification; municipal manufacturing innovation centers will be provided with Starting from the year of certification, based on its construction and operation conditions, support measures such as R&D subsidy support of no more than 5 million yuan per year will be provided for three consecutive years.
