"As long as you turn on the faucet, clear tap water will flow out at any time. You no longer have to worry about water cuts every three days." It's warm and cold at first, and I walked into Pigezhuang, Beizangcun Town, Daxing District, Beijing, 20 kilometers away from the city. In Village No. 2, villager Lin Jingchu’s home is warm and cozy.
The water is clear and the life is peaceful. By the end of 2022, with the full promotion of Beijing's municipal and district water affairs departments, 20 administrative villages, including Pigezhuang No. 2 Village, were included in the coverage of urban and rural public water supply, and about 70,000 people received high-quality public water supply. In 2023, the Beijing Municipal Water Affairs Department will use various measures to promote the completion of 30 urban and rural water supply improvement projects.
Say goodbye to the "difficulty in drinking water" and improve the quality of water supply
The permanent population of Pigezhuang No. 2 Village is about 1,100. The first glimpse of the self-maintained well that has been sealed witnessed the history of the villagers' lack of water.
"We used to drink well water in the village. The water pressure was always not high. When the water stopped, we worried about running out of water. When the water came, we were worried about the water being muddy." Villager Lin Jingchu pointed to the kitchen. An unused plastic bucket in the corner said that in the past, the bucket had to be filled with water to feel at ease.
In 2022, "Promoting the inclusion of 20 administrative villages into the coverage of urban and rural public water supply" will be included in the municipal-level people's livelihood practical projects, Tang Li, head of the Rural Water Supply Supervision Section of the Beijing Water Supply Management Affairs Center, introduced , in order to solve the problem of "difficulty in drinking water" that troubles villagers, the Beijing Water Affairs Department vigorously promotes the process of intensification of rural water supply, expands the coverage of urban and rural high-quality water supply in the form of "city with villages" and "town with villages", and extends through the urban water supply pipe network Coverage, transformation of water supply pipelines in villages, etc. can realize urban water plants or township centralized water supply plants instead of single village water supply stations. "After Pigezhuang No. 2 Village was included in the public water supply, it relied on Beizang Village Centralized Water Supply Plant for water supply, bidding farewell to the single-village water supply station water supply model."
According to the relevant person in charge, in the past, Pigezhuang Most of the water supply pipelines in Ercun are old pipelines laid in the 1980s and 1990s, and leaks and leaks occur from time to time. In June 2022, in conjunction with the construction of beautiful countryside, the renovation of 620 household pipes in the village was put on the agenda. Now the upgraded household pipelines have a new look, and the stability of water supply has been further improved.
Using metering and charging as the starting point to move towards professional operation management
From “having water to drink” to “drinking good water”, from drinking “big pot of water” to using “clear water”, Beizang villages and towns have focused on rural water supply in recent years The "hardware" upgrade of infrastructure and the "software" guarantee of the management and protection mechanism are at the forefront of improving the quality and efficiency of rural water supply projects in the city.
As early as 2019, Beizang villages and towns launched a pilot project for rural domestic water charging, and implemented a four-level ladder water price. For per capita annual water consumption of 0-48 cubic meters, the price is 1 yuan/ton. 49-68 cubic meters are charged at the standard of 5 yuan/ton, 69-88 cubic meters are charged at the standard of 7 yuan/ton, and more than 88 cubic meters are charged at the standard of 9 yuan/ton.
Nowadays, "paying for water" and "using water appropriately" have become the consensus of the villagers. The water fee collection rate of Pigezhuang No. 2 Village is 100%, and every household has installed a smart water meter. Villagers can prepay water bills on their mobile phones without leaving home. "Now the water quality is better, the water flow is flushing, and I know how much water I use, and the water fee is well spent." Lin Jingchu made a rough calculation and found that in one year, his family can save one-third of the water consumption compared with before.
In addition, Beizang villages and towns have introduced professional property management companies, and implemented grid-based property management in divided areas, forming a water supply management model of "government + water plant + property center". It has realized professional operation services from source to faucet, ensuring the safety of rural water supply.
